Alright folks, this is the scam; they want you to send them your plans, and they will give you an estimate. The catch is, they ask for a deposit when you submit those plans. You then get their estimate - you realize it's subpar or inaccurate. You ask for corrections. They ask for more money, often more that the original price that they quoted. You work out a deal for the corrections. Or you realize they're a scam and don't really know how to do this, because the plans are STILL wrong on the third try. You have now given them a bunch of money for nothing usable. Almost all of them are in India or the Philippines. And 99% of them are lying about the company that they work for. Most are working for "real companies" and MOST of those companies are actually all the same. The "company" in the US is outsourcing their work AND their marketing, and since they all use fake names and generic email addresses, nothing can actually be traced back to them to be able to file a report with the FTC. And yes, it's worth it to them to send these emails to thousands of people because it will hook one or two people.

If only the First Amendment had been repealed at the time of this writing we would not have had to endure four years under a fascist regime. I guess I can take comfort in the fact that others are finally coming around and realizing the need to regulate speech. As a long time advocate of that I always point to the fact that, if it wasn't for free speech in Germany during the 1920's and 30's, "Mein Kampf" would never have been published, Hitler would have never risen to power, and there would have been no holocaust.

In our office we refer to "cost out" as price verification. I am assuming it is the same thing.
We have gone through this process to verify pricing from a vendor rather than gathering multiple bids on large projects over a million dollars. We have always hired an engineering firm in our area to provide this service. Engineers should also be able to provide you with various project planning and budgeting services. You could also opt to have an engineer design your entire build. The design build option may not save you a lot of money, but it should simplify the project every time.

I always find internet solicitation issues to originally start off as a commerce clause violation. The internet is an instrument of interstate commerce. As a first amendment analysis i'd agree its overbroad. I think its overbroad under substative due process since you can't ascertain the age of the person you are talking to. It also chills speech in the same regards in violation of the first amendment. I've also seen a hecklers veto by way of posing as a child to control other's speech to only what was appropriate for a child. It also seems vague with the requirements since at a young age i found baywatch to be quite arousing. Now i'm not a lawyer or a person with any formal legal education and this is just my opinion and wanted to share since i came across this.
Thank you for having discussions like this.

Well, for those interested, it's October of 2020 and here I am getting these exact emails (maybe 2-3/month). I did bid on some work for a large municipality back in 2018, and noticed these emails arriving to my work address shortly thereafter. I figure our contact information was made public record since we were bidding on municipal work... I get the Indi-nglish emails from Ted Knight, Issac 'something', and just today, from Alex Fred at ProBids INC.

Email: adam.probids@gmail.com <--- Haha seriously? A Gmail account?

Address: 120A Collen Drive Apt 220A Lombard, IL 60148 <--- A residential apartment complex in Lombard

Not really a big deal, I sometimes pester them with dumb emails back and forth. Overall it's just annoying.
