The Thirteenth Court of Appeals sits in Corpus Christi and Edinburg—the only Texas court of appeals that regularly sits in two cities—and covers Aransas, Bee, Calhoun, Cameron, DeWitt, Goliad, Gonzales, Hidalgo, Jackson, Kenedy, Kleberg, Lavaca, Live Oak, Matagorda, Nueces, Refugio, San Patricio, Victoria, Wharton, and Willacy counties.

After a court of appeals decision, either party can file a Petition for Discretionary Review (PDR) asking the Texas Court of Criminal Appeals to reconsider the outcome. The CCA grants about 7.5% of PDRs from Thirteenth Court decisions and, when it takes a case, rules against the lower court in about 57% of them—agreeing with this court more often than with most Texas courts of appeals. The court sits in both Corpus Christi and Edinburg, serving a district that runs from the Coastal Bend through the Rio Grande Valley.
